Mother was entitled to credit for all of her veterans’ educational assistance benefits, if she should choose to transfer the benefits to child, for the purposes of the parents’ division of child’s postsecondary educational support; allowing father to receive a credit for the benefits would have the practical effect of dividing the benefits, in violation of statute, and the benefits did not belong to child after they were transferred as mother retained the right to revoke the benefits at any time.
